Strategi Ketahanan Untuk Keberlanjutan Usaha Mikro Kecil dan Menengah (UMKM) dalam Perspektif Syariah di Kota Solok

Makalah ini menilai kinerja dan pemulihan UMKM Solok pasca pandemi COVID-19 dengan pendekatan ekonomi Syariah, meliputi keyakinan mengenai rezeki dari Allah SWT. Kajian ini menelaah serangkaian langkah dan rencana internal yang ditetapkan oleh UMK untuk memitigasi dampak pandemi dan juga membahas berbagai dukungan pemerintah yang diberikan dalam meredam dampak krisis terhadap UMKM di sektor-sektor yang sangat terdampak pandemi. Berdasarkan survei terhadap 30 Usaha dan 15 wawancara yang dilakukan dengan pengusaha di berbagai sektor ekonomi selama dua periode waktu yang berbeda (yaitu sebelum pandemi 2019 dan pasca pandemi pada Maret 2022), hasilnya menunjukkan bahwa usaha mikro, kecil dan perusahaan menengah sangat terpengaruh oleh pandemi dengan kontraksi parah dalam keseluruhan kinerja mereka. Selain kinerja penjualan domestik, pemulihan dinilai dari ekspansi usaha, investasi dan keuntungan. Ada juga bukti nyata bahwa langkah-langkah ketahanan yang ditempuh seperti pengurangan jumlah jam kerja disertai dengan diversifikasi pasar dan penyesuaian harga terbukti efektif dalam memitigasi dampak krisis. Namun, salah satu strategi utama yang menonjol dan terbukti penting untuk pemulihan UMKM adalah penerapan e-commerce. Namun demikian, dukungan pemerintah dalam skema bantuan pengupahan secara statistik tidak berdampak signifikan terhadap kinerja dan pemulihan UMKM.
